More bad news for Ala. tuition plan; parents irate

MONTGOMERY, Ala. (AP) ? The board that oversees Alabama's prepaid college tuition program got more bad news about the plan's financial outlook Wednesday, and the board's chairman got an earful of outrage from frustrated parents who can't plan for their children's education.

Actuary Dan Sherman said the board's liabilities will exceed its assets by $605 million if it keeps paying full tuition, and it should run out of money in fall 2015. He said if it keeps paying full tuition for more than 10,000 students currently enrolled in college, the board will need to close the program down in about a year if it wants to have enough left to refund the money participants paid to join.

The board is paying full tuition while the Alabama Supreme Court considers the constitutionality of a law that would allow it to pay reduced tuition at 2010 levels and remain operating.

After a board meeting Wednesday, the board's chairman, State Treasurer Young Boozer, met with parents to hear their concerns.

Liz Jones of Andalusia pulled no punches.

"When you get to the Pearly Gates, you are going to answer for this. It is just not right," she said.

Jones said she paid into Alabama's Prepaid Affordable College Tuition plan because it was backed by the state and promised four years of full tuition at a state university for her daughter. Now her daughter is a sophomore at the University of Alabama. If the Supreme Court upholds the reduced rates, Jones said she doesn't know where she will come up with $650 each semester each semester to fill the gap.

Kathy King of Marbury said her family skipped vacations and drove secondhand cars to make sure her two sons had paid up contracts with the tuition plan. She has one son at Auburn University Montgomery and another who's a senior in high school.

King said making up the gap for her oldest son will be hard enough, but she doesn't know what she will do for her youngest because the gap will grow every year due to rising tuition.

"I can't let him go to college and come out with $30,000 to $40,000 in loans. He will never pay it off," she said.

Other parents complained that the state treasurer has started a scholarship program with fees generated by Alabama's other college tuition plan, the CollegeCounts 529 plan, and questioned why that money couldn't be used to shore up PACT. Boozer said they are two separate programs.

The Legislature created PACT to allow families to pay a fixed amount when a child was young and upon graduation from high school receive four years of full tuition at a state university. The program invested the payments and used the income to pay tuition without any problems for nearly two decades. But it ran into financial problems when stock values plunged in 2008 and tuition increased faster than expected.

The program's leaders worked out a settlement with most of the participants to pay tuition at fall 2010 rates, with parents making up the difference. Some parents sued to keep full tuition. They won an Alabama Supreme Court ruling in March saying state law didn't allow reduced tuition payments. At the urging of the PACT board, the Legislature amended state law in April to allow reduced payments. Then the Supreme Court decided to take another look at the case, including determining the constitutionality of the new law. Attorneys filed the final briefs two weeks ago and are awaiting a ruling.

The tuition program has 34,489 participants, and 10,811 were enrolled for the fall semester.

If the program can start paying tuition at 2010 rates by June, it should have enough money to keep operating for all the students, the actuary said.

Boozer said a quick ruling from the Supreme Court allowing reduced tuition payments "is the best possible outcome."

Zebra, mini horse corralled after NYC street jaunt

(AP) ? New York City can be like a zoo sometimes, but a zebra running wild through the streets is not something you ordinarily see.

The Staten Island Advance reports (http://bit.ly/Yr7soL) a zebra and a miniature horse were spotted trotting through a shopping center parking lot Wednesday morning in Staten Island.

Metropolitan Drape & Blind owner Zachary Osher saw the runaway equines and shared his video with the newspaper. He says the animals ran down a street and narrowly escaped being hit by a car. He says two men in dark suits ran after them with lassoes.

A police spokesman says the animals were corralled and returned to a petting zoo.

Proposal Would Provide Interest-Free Extension on Next Bill from January 1 to April 1

City Proposes Additional Relief from Albany to Reimburse Homeowners for Payments on Damaged Property?

Mayor Michael R. Bloomberg, City Council Speaker Christine C. Quinn and Finance Commissioner David M. Frankel today announced new property tax relief initiatives to assist New Yorkers whose homes were severely damaged by Hurricane Sandy. To provide immediate relief, the Finance Department, with the authorization of the City Council, will issue an interest-free extension on the next property tax bill for residential properties damaged beyond repair or in need of extensive structural repairs before they can be re-inhabited. The grace period will postpone payments due on January 1, 2013 to April 1, 2013. The City also proposed to reimburse homeowners for a portion of the property taxes due this Fiscal Year so that the payments more accurately reflect properties? post-storm values. The reimbursement measure would require approval from the State Legislature. The Mayor, Speaker and Commissioner made the announcement on Staten Island at one of the City?s seven Restoration Centers. They were joined by Council Members James S. Oddo, Domenic M. Recchia, Jr., Deborah Rose and Michael Nelson, Staten Island Borough President James Molinaro and Brooklyn Borough President Marty Markowitz.

?We are working to help the thousands of New Yorkers displaced by Hurricane Sandy, and those who suffered severe damage face a long period of uncertainty and considerable expense in making decisions about rebuilding and returning to their homes,? said Mayor Bloomberg. ?We want to do all that we can to ease their heavy burdens, and working with the Speaker, City Council and State Legislature, we will secure two property tax measures that provide a small measure of relief to those who need it most.?

?Helping property owners whose homes were destroyed by Sandy is a no-brainer,? said Speaker Quinn. ?A property tax rebate and grace period to pay bills are two small steps we can and will make happen. The Council will approve the grace period at our next stated meeting and this rebate will be the quickest and easiest way to get cash directly into the hands of these homeowners ? one of the most important things we can do right now in this long road to recovery. I want to thank Council Members Oddo and Ignizio for first proposing this idea and for the Bloomberg administration for working with us to pursue this vital rebate and grace period.?

?This storm?has presented the City with a unique set of circumstances and requires a unique recovery effort,? said Finance Commissioner Frankel. ?For those who have lost their home, or whose homes have been deemed uninhabitable due to this unprecedented storm, we hope to provide a little bit of relief during this trying time. I?d like to thank the Mayor and the City Council and their staffs, as well as the Department of Buildings, the Office of Management and Budget, the Office of Emergency Management and the hard-working team at the Department of Finance for their tremendous efforts developing this program.?

We in turn reached out immediately reached out to Speaker Quinn, who collaborated with the Administration to get us to today. We will continue to work together to find other ways of honoring the covenant we made with these folks to assist them further during this critical time.?

?The road to recovery is going to be long and arduous for many New Yorkers who face significant financial hurdles as they work to rebuild their homes,? said Council Member Recchia, Council Finance Chair. ?It is critical that government at all levels remain committed to working together to ease some of the hardship facing these families. The property tax initiatives announced today are a positive step forward in providing?homeowners with relief at a time when it is needed most.?

?The city has committed to using all the tools in its toolbox to help those who lost so much because of Hurricane Sandy, and this is yet one more great example,? said Council Member Vincent Ignizio. ?This will go a long way of relieving the financial burden and stress placed upon homeowners, some of whose homes no longer exist. I applaud Mayor Bloomberg, Speaker Quinn, Minority Leader Oddo and all of my colleagues for working as a true team and making this happen.?

The interest-free extension will apply to Class 1 and 2 residential properties that received a red tag from the Department of Buildings, meaning they must require extensive structural repairs before they can be re-inhabited or must be demolish. Quarterly and semi-annual payments typically due on January 1, 2013, will be delayed to April 1, 2013. More than 3,000 properties are eligible for the extension, and the average property tax bill is $506. The City Council must authorize the proposal before the Finance Department may issue the extension.

Property taxes for the current fiscal year (Fiscal Year 2013) reflect assessments made in May 2012. The Mayor, Speaker and City officials have proposed a reimbursement for a portion of the taxes paid this fiscal year. If enacted, more than 900 properties would be eligible, with an average rebate of $794. The Finance Department is also working to ensure that the property tax assessments for FY 2014 reflect the post-hurricane conditions.

Mayor Bloomberg has announced several relief programs for home owners impacted by Hurricane Sandy. NYC Rapid Repairs, a first-of-its-kind program that sends contractors and City inspectors to restore power, heat and hot water to impacted homes, has deployed more than 100 teams to damaged areas. More than 9,300 homeowners have enrolled and 3,400 assessments have been completed. The City has authorized $500 million for the Rapid Repairs program. Homeowners must first register with the Federal Emergency Management Agency to receive an ID number by visiting disasterassistance.gov or calling 1-800-621-3362. Enrollment in NYC Rapid Repairs can be done on nyc.gov or by calling 311.

Stock futures off as investors worry about "fiscal cliff"

NEW YORK (Reuters) - Stock futures fell on Wednesday as investors grew more concerned about the lack of progress in U.S. budget talks to avoid looming spending cuts and tax hikes, setting the S&P 500 up for a third consecutive day of decline this week.

* Chief executives from top U.S. corporations, including Goldman Sachs , Deloitte LLP, and Caterpillar Inc , will meet with President Barack Obama on Wednesday to discuss U.S. fiscal problems, the White House said.

* Obama's meeting with influential leaders from the corporate world is part of his push for Congress to extend tax cuts for middle income Americans, one flashpoint in a standoff with Congress over a series of tax hikes and spending cuts that will go into effect next year if lawmakers and the president cannot come up with a deal to stop them.

* U.S. stocks slid on Tuesday in a choppy session, losing ground in the last hour before the close after Senate Majority Leader Harry Reid expressed disappointment that there has been "little progress" in dealing with the "fiscal cliff."

* S&P 500 futures were down 4.2 points and were below fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration on the contract. Dow Jones industrial average futures fell 30 points, while Nasdaq 100 futures were up 6.25 points.

* Deep divisions at the Federal Reserve were on display on Tuesday, just two weeks before the U.S. central bank's next policy-setting meeting, with one top Fed official pushing for more easing, and another advocating limits. Apple's announced that its updated 21.5-inch iMac range will be in stores and online on November 30th. The bigger 27-inch version will arrive later and start shipping next month. The Eagles have allowed at least 28 points in each of their past five games -- or since Todd Bowles replaced Juan Castillo as defensive coordinator -- for the first time in franchise history.

What it means

The Eagles have reached loss No. 8 of their nightmare season, a very significant number for coach Andy Reid. Team chairman Jeffrey Lurie declared that the Eagles must show substantial improvement from last year?s 8-8 mark for Reid to keep his job, and it?s now mathematically impossible to be any better than 8-8.

The question is: Will Lurie wait until the end of the season to fire Reid or will he pull the trigger anytime in the near future?

The Eagles still have games against Dallas, Tampa Bay, Cincinnati, Washington and the New York Giants. All five teams of those teams are in the playoff hunt.

Offensive hero

Newton, who averaged 1.3 touchdowns per game in his first 10 games, accounted for four TDs -- two passing, two rushing - and 358 total yards. He passed for 306 yards and rushed for 52.

Offensive zero

Foles didn?t have much to work with but he really didn?t show you that he?s the future, either. He passed for just 119 yards and didn?t throw a touchdown. That?s two straight starts without a touchdown pass.

Panthers defensive end Charles Johnson forced the Brown fumble that gave the ball back to Carolina and allowed the Panthers to go up in the fourth on Gano?s field goal.

Once again, the Eagles' secondary takes it. Kurt Coleman was roasted in coverage and missed tackles. Nate Allen was beat a few times. So was Nnamdi Asomugha. A repetitive theme.

Jackson left with a sternum injury and never returned. Defensive tackle Fletcher Cox left with a lower back contusion and didn?t return.

EAST LANSING, Mich. Where there's water there's life even in brine beneath 60 feet of Antarctic ice, in permanent darkness and subzero temperatures.

While Lake Vida, located in the northernmost of the McMurdo Dry Valleys of East Antarctica, will never be a vacation destination, it is home to some newly discovered hearty microbes. In the current issue of the Proceedings of the National Academy of Sciences, Nathaniel Ostrom, Michigan State University zoologist, has co-authored "Microbial Life at -13C in the Brine of an Ice-Sealed Antarctic Lake."

Ostrom was part of a team that discovered an ancient thriving colony, which is estimated to have been isolated for more than 2,800 years. They live in a brine of more than 20 percent salinity that has high concentrations of ammonia, nitrogen, sulfur and supersaturated nitrous oxide the highest ever measured in a natural aquatic environment.

"It's an extreme environment the thickest lake ice on the planet, and the coldest, most stable cryo-environment on Earth," Ostrom said. "The discovery of this ecosystem gives us insight into other isolated, frozen environments on Earth, but it also gives us a potential model for life on other icy planets that harbor saline deposits and subsurface oceans, such as Jupiter's moon Europa."

On the Earth's surface, water fuels life. Plants use photosynthesis to derive energy. In contrast, at thermal vents at the ocean bottom, out of reach of the sun's rays, chemical energy released by hydrothermal processes supports life.

Life in Lake Vida lacks sunlight and oxygen. Its high concentrations of hydrogen gas, nitrate, nitrite and nitrous oxide likely provide the chemical energy used to support this novel and isolated microbial ecosystem. The high concentrations of hydrogen and nitrous oxide gases are likely derived from chemical reactions with the surrounding iron-rich rocks.

Consequently, it is likely that the chemical reactions between the anoxic brine and rock provide a source of energy to fuel microbial metabolism. These processes provide new insights into how life may have developed on Earth and function on other planetary bodies, Ostrom said.

The research team comprised scientists from the Desert Research Institute (Reno, Nev.), the University of Illinois-Chicago, NASA, the University of Colorado, the Jet Propulsion Laboratory, Montana State University, the University of Georgia, the University of Tasmania and Indiana University.

Twin blasts hit military church in north Nigeria

KADUNA, Nigeria (AP) ? Twin car bombs hit a Protestant church in a major military establishment in northcentral Nigeria, officials said Sunday, a month after a church bombing in the same state killed at least seven people and injured more than a hundred others.

The first explosion occurred after a church service Sunday in a military barracks in Jaji town in Kaduna state, said National Emergency Management Agency spokesman Yushau Shuaib.

A second blast occurred just outside the church minutes later at about 1 p.m., said a medic who required anonymity because she is not authorized to speak to the press. She said the church targeted was a Protestant church.

Shuaib said the casualties are not yet known.

Police spokesman Aminu Lawan declined to comment, saying that it was a military matter. A military spokesman could not immediately be reached for comment.

Civilian authorities in Nigeria are generally reluctant to comment on military affairs. But Jaji is a symbolic target as it is home to the Armed Forces Command and Staff College, one of the country's most important military colleges, training Nigerian and foreign navy, air force and army officers.

There was no immediate claim of responsibility for Sunday's attack, but a radical Islamist sect known as Boko Haram has previously targeted Nigerian military institutions in the past.

The attack comes two days after a special military taskforce announced that it would be giving a total of $1.8 million in rewards for information that could lead to the arreast of top Boko Haram members.

The twin blasts also came a month after another church was attacked in the city of Kaduna, about 25 miles (40 kilometers) away from Jaji.

In that attack, a suicide bomber rammed an SUV loaded with explosives into St. Rita's Catholic church holding Mass on Oct. 28 in Kaduna, killing at least seven people and wounding more than 100 others, authorities said.

The killings sparked instant reprisals in a city with a history of religious violence, leaving at least two more people dead.

Churches have been increasingly targeted by violence in Nigeria. In Kaduna state, there were church attacks on three weekends in a row in June. These attacks and the ensuing reprisals left at least 50 people dead.

Boko Haram claimed responsibility for the June attacks, but nobody has claimed responsibility for the latest attacks ? last month and Sunday ? which have again rocked the volatile state.

Kaduna state sits on Nigeria's dividing line between its largely Christian south and Muslim north.

Black Friday creeps into Thanksgiving permanently?

This season could mark the end of Black Friday as we know it.

For decades, stores have opened their doors in the wee hours on the day after Thanksgiving. But this year, major chains such as Target and Sears ushered in customers on Thanksgiving itself, even before the turkey leftovers had gotten cold, turning the traditional busiest shopping day of the year into a two-day affair.

Despite an outcry from some employees, both stores and shoppers seemed to like it. Some people went shopping with a full belly, going straight from the dinner table to the stores. Others slept off their big meal and went to the mall before daybreak on Black Friday.

"I ate my turkey dinner and came right here," said Rasheed Ali, a college student in New York City who bought a 50-inch TV for $349 and a sewing machine for $50 when Target opened at 9 p.m. on Thanksgiving. "Then I'm going home and eating more."

This new approach could become a holiday shopping season tradition.

"It's Black Thursday and Friday combined," said Jackie Fernandez, a retail expert at the consulting firm Deloitte. "This is going to be a new normal of how we shop."

It won't be clear for a few days how many shoppers took advantage of the Thanksgiving hours. But about 17 percent of people said earlier this month that they planned to shop at stores that opened on Thanksgiving, according to an International Council of Shopping Centers-Goldman Sachs survey of 1,000 consumers.

Meanwhile, 33 percent intended to shop on Black Friday, down 1 percentage point from last year. Overall, it is estimated that sales on Black Friday will be up 3.8 percent to $11.4 billion this year, according to technology company ShopperTrak, which did not forecast sales from Thanksgiving Day.

The Black Friday creep began in earnest a few years ago when stores realized that sales alone weren't enough to lure shoppers, especially with Americans becoming more comfortable buying things online. Opening on Thanksgiving was risky, with some employees and shoppers complaining it was almost sacrilegious.

But many stores evidently felt they needed an edge, especially this season, when many Americans are worried about high unemployment and wondering whether Congress will be able to head off tax increases and spending cuts before the U.S. reaches the "fiscal cliff" in January.

Overall, the National Retail Federation estimates that sales in November and December will rise 4.1 percent this year to $586.1 billion, below last year's 5.6 percent.

"Every retailer wants to beat everyone else," said C. Britt Beemer, chairman of America's Research Group, a firm based in Charleston, S.C. "Shoppers love it."

At Wal-Mart, the world's largest retailer, most of its 4,000 U.S. namesake stores are already open 24 hours year-round. But the chain added special sales at 8 p.m. on Thanksgiving, two hours earlier than a year ago.

The company said that its start to the holiday season was "the best ever," with nearly 10 million transactions and 5,000 items sold per second from 8 p.m. to midnight on Thanksgiving.

Toys R Us opened at 8 p.m. on Thanksgiving, an hour earlier than last year.

Macy's, which opened at midnight on Thanksgiving, had 12,000 customers wrapped around its store in New York's Herald Square.

The earlier start also meant the violence associated with shoppers fighting for bargains likewise began earlier. On Thanksgiving night, a couple was struck by an SUV while walking into a Wal-Mart in Washington state, and in Texas, a fight broke out when a man tried to cut the queue at a Sears store in San Antonio. Two people also were shot and wounded in Tallahassee, Fla., in a disagreement that police believe was over a parking spot outside a Wal-Mart.

Julie Hansen, a spokeswoman at Minneapolis' Mall of America, the nation's largest shopping center, reported that 30,000 shoppers showed up for the mall's midnight opening, up from 20,000 last year. "This was additional dollars," Hansen said. This year, 200 of the 520 mall tenants opened at midnight following Thanksgiving. That's double from a year ago.

To be sure, it's not clear whether the longer hours will turn into extra dollars for retailers, or whether sales will simply be spread out over two days.

The Thanksgiving openings appeared to create two waves of shoppers ? the late-nights and the early birds.

Sam Chandler and his wife, Lori, were among the night owls. They started shopping at midnight on Thanksgiving. By the time they reached the Wal-Mart in Greenville, S.C., early Friday, they had already hit several stores, including Target and Best Buy.

"We've learned over the years, you have to stand in line early and pray," Sam said.

Stu and April Schatz of Rockland County, N.Y., went to the Garden State Plaza mall in Paramus, N.J., which didn't open until 7 a.m. on Black Friday, because they didn't want to deal with the crowds that show up late on Thanksgiving night.

"It's so much more civilized going in the morning," said April Schatz, a teacher. "We wanted to enjoy our evening."

TOKYO -- For those seeking a glow to their Christmas this year, a jewelry store in downtown Tokyo has just the answer: a pure gold revolving "tree" covered in Disney characters such as Mickey Mouse, Tinker Bell and Cinderella.

The tree-like ornament is made of 88 pounds of pure gold, standing nearly 8 feet high and 3 feet in diameter. It is decorated with pure gold-plate silhouette cutouts of 50 popular Disney characters and draped with ribbons made of gold leaf.

The price tag? A mere 350 million yen ($4.2 million).

But the ornament is actually a deal, said Tomoko Ishibashi, in the marketing department of Tanaka Kikinzoku Jewelry, which runs the Ginza Tanaka jewelry store.


"Right now gold is over 4,400 yen per gram. We used pure gold and had an expert craftsman form each Disney character by hand," she said of the decoration, which took 10 craftsmen two months to complete.

The combination of gold and Disney characters had spectators mesmerized.

"It is very vivid and the gold is very pretty," said Takashi Miura, a 36-year-old jeweler. "The characters on it are also really cute and it really looks like a Christmas tree."

For those with less ready cash, the store offers a scaled-down version that features 20 Disney characters for a mere 2 million yen ($243,000).

While nobody has yet made a down payment on the larger tree, the miniature has already found buyers, Ishibashi said.

Science fund cuts could hurt EU recovery, scientists warn

LONDON (Reuters) - Cutting science funding in the European Union would threaten economic recovery in the bloc, the heads of scientific organisations said on Friday after such cuts were proposed.

"We believe it would be deeply damaging to future economic growth if we were to cut funding now," Andrew Harrison, director general of Grenoble-based neutron research centre the Institut Laue-Langevin, told Reuters.

EU leaders on Friday abandoned talks to find a deal on the bloc's budget for 2014-2020 but European Council President Herman Van Rompuy, who chaired the summit, proposed cuts in a number of areas, including research and innovation, in an effort to reach a deal.

According to a document seen by Reuters, Van Rompuy's proposal penciled in a 139.5 billion euro ($180.8 billion) budget under the competitiveness-for-growth heading, which includes the EU's flagship Horizon 2020 research funding program.

This is a further cut from a Van Rompuy proposal earlier this week of 152 billion euros and down sharply from an original Commission proposal of 164 billion euros.

Although it is unclear if there would be any knock-on effect from the proposed cuts on Horizon 2020 when talks resume early next year, the original budget for the research program was 80 billion euros, roughly half the original pot.

European scientists, whose funding is already under pressure from the economic downturn, will be alarmed at the prospect of cuts to one of the biggest science budgets in the world.

Harrison, of the Grenoble-based research centre, joined in a lobbying effort with seven other world-leading research organisations calling on the Commission to defend science funding ahead of the budget summit.

In a letter to Commission President Jose-Manuel Barroso that was also signed by Rolf Heuer, director general of the CERN research centre near Geneva, the organisations warned that science should be central to Europe's long-term prosperity.

"At a time when a return to growth is the most pressing policy priority across Europe, it is absolutely vital that investment in our scientific resources (both human and technical) is sustained," they said.

The signatories also included Iain Mattaj, head of the European Molecular Biology Laboratory; Alvaro Gimenez Canete, director of science and robotic exploration at the European Space Agency and Tim de Zeeuw, head of the European Southern Observatory (ESO).

"We are all world leading in our fields," said Harrison. "We are cautioning very strongly against cuts now."

LONG-TERM BENEFITS

Harrison said that although researchers needed to do a better job in demonstrating the economic value of research, there was no doubt about the long-term benefits of investment in science.

"Europe is not going to compete in the mass labour market or in natural resources, we are only going to compete because we are smarter," he said. "Right now I'm not fantastically confident."

Van Rompuy's proposal earmarked nearly 13 billion euros for specific projects, including Galileo, the European replacement for the Global Positioning System satellite network, and the ITER nuclear fusion research project.

But Horizon 2020 will be the mainstay of EU research grants and the implications for the funding program remain unclear.

"Science isn't going to die if they don't implement Horizon 2020 fully," said Bruno Leibundgut, director for science at ESO. "But these countries are going to suffer from this five or 10 years down the line."
