Exclusive: North Korea plans agriculture reforms - source

BEIJING (Reuters) - North Korea plans to allow farmers to keep more of their produce in an attempt to boost agricultural output, a source with close ties to Pyongyang and Beijing said, in a move that could boost supplies, help cap rising food prices and ease malnutrition.

The move to liberalize agriculture under new leader Kim Jong-un, who took office in December 2011 after the death of his father, would reverse a crackdown on private production that started in 2005. It comes amid talk that the youngest Kim to rule the impoverished North is considering reforms to boost the economy.

"Peasants will have incentive to grow more food. They can keep and sell in the market about 30-50 percent of their harvest depending on the region," said the source.

At present, most farm output is sold to the government at a state auction price that has diverged from the market rate.

It was impossible to verify the plan independently in North Korea, one of the world's most closed states, although the source has proved reliable in the past, predicting the ascent of Kim's uncle, Jang Song-thaek. Also, after North Korea announced it would carry out its first nuclear test in 2006, the source gave Reuters exclusive details of the preparations for that test before it was conducted.

The plans come as some websites run by North Korean defector groups have said the price of rice - a staple food - more than doubled at the end of August from the start of June.

The surge in rice prices, cited by DailyNK, a North Korean defector website (www.dailynk.com), was driven by a fear of economic reforms that could in fact be punitive, like a 2009 currency revaluation that confiscated most peoples' savings. This report also could not be independently verified.

North Korea experienced a devastating famine in the 1990s from which its economy has not recovered, and a third of its population is malnourished, according to U.N. estimates. The country needs about 5 million tons of grain and potatoes to feed its people and since the early 1990s its annual harvest has been 3.5-4.7 million tons, according to most observers.

Experts in South Korea believe the North desperately needs fertilizer to boost yields in a country where soil has been degraded by erosion due to poor farming techniques.

A recent visit to Beijing, North Korea's sole major economic and diplomatic ally, by the youngest Kim's uncle Jang appeared to be aimed at economic reforms in North Korea, whose centrally planned economy is smaller than it was 20 years ago.

North Korea wants to attract Chinese investment to help it overcome tough sanctions imposed in retaliation for its nuclear tests. Kim also aims to deliver on a promise to make the North a "prosperous" nation by 2012 and to banish memories of his father's austere 17-year rule.

But it is unclear how far Kim Jong-un can go in liberalizing the economy without losing his family's firm grip on power, most independent analysts say.

The source said a September 25 meeting of the Supreme People's Assembly, the North's rubber-stamp parliament, was likely to discuss "economic adjustment", but was unlikely to result in any major steps forward.

The phrase "economic adjustment" has been chosen carefully, the source added, noting the North's decision not to use the old catchcry of its key ally, China - "reform and opening up" - should not be misinterpreted as a lack of reformist will.

Instead, the source said, North Korea was indeed trying to follow in the footsteps of China but was avoiding the phrase coined by Beijing because of an unfortunate quirk of the Korean language. "It won't be called 'reform and opening up' because it sounds like 'dog fart' in Korean," the source said.

This is the second time this year that the parliament, which rarely meets, has been assembled this year, triggering speculation in the North Korea-watching community that it could be a forum for announcing major reforms.

The source said North Korea also planned to make its 1.2 million-strong military - one of the largest armed forces in the world - food self-reliant by modeling its production model on China's armed forces.

"The food (shortage) problem will hopefully be resolved by learning from the Xinjiang Construction and Production Corps," the source said, referring to the sprawling quasi-military network of state farms and factories in northwestern China intended to secure stability in the restive region by developing the economy and helping control borderlands.

The Xinjiang corps was founded in 1954 by late vice president Wang Zhen. As of March 2011, more than 2.6 million people lived in the corps' 14 divisions, which cover a combined area of more than 70,000 sq km (27,000 sq miles). The corps owns 179 farms, 1,400 enterprises, 13 listed companies, universities, media outlets and medical institutions, and its output was worth 75 billion yuan ($11.9 billion) in 2010.

North Korea's military also has significant economic interests and its armed forces are required in part to feed themselves as transport and a central distribution system have broken down, while fuel is in short supply.

The armed forces also have little to do, experts say, to occupy their time, and so farming is encouraged and praised in visits by Kim Jong-un and by his father Kim Jong-il, whose "field guidance" advice trips were a staple of North Korean state media reports.

The source said boosting the army's food self-reliance would not be a major change in North Korea's "military first" policy. "Hopefully, the military will become (food) self-reliant. It will be given land to grow its own rice and vegetables."

Fish getting smaller as the oceans warm

ScienceDaily (Sep. 30, 2012) ? Changes in ocean and climate systems could lead to smaller fish, according to a new study led by fisheries scientists at the University of British Columbia.

The study, published September 30 in the journal Nature Climate Change, provides the first-ever global projection of the potential reduction in the maximum size of fish in a warmer and less-oxygenated ocean.

The researchers used computer modeling to study more than 600 species of fish from oceans around the world and found that the maximum body weight they can reach could decline by 14-20 per cent between years 2000 and 2050, with the tropics being one of the most impacted regions.

"We were surprised to see such a large decrease in fish size," says the study's lead author William Cheung, an assistant professor at the UBC Fisheries Centre. "Marine fish are generally known to respond to climate change through changing distribution and seasonality. But the unexpectedly big effect that climate change could have on body size suggests that we may be missing a big piece of the puzzle of understanding climate change effects in the ocean."

This is the first global-scale application of the idea that fish growth is limited by oxygen supply, which was pioneered more than 30 years ago by Daniel Pauly, principal investigator with UBC's Sea Around Us Project and the study's co-author.

"It's a constant challenge for fish to get enough oxygen from water to grow, and the situation gets worse as fish get bigger," explains Pauly. "A warmer and less-oxygenated ocean, as predicted under climate change, would make it more difficult for bigger fish to get enough oxygen, which means they will stop growing sooner."

This study highlights the need to curb greenhouse gas emissions and develop strategies to monitor and adapt to changes that we are already seeing, or we risk disruption of fisheries, food security and the way ocean ecosystems work.

European cargo craft undocks from space station

MOSCOW (AP) ? The European Space Agency says its cargo craft has successfully undocked from the International Space Station after a failed separation caused by communication problems earlier in the week.

The ATV-3 detached from the Russian service module early Saturday and is expected to leave orbit and be jettisoned Tuesday into an unpopulated area of the South Pacific. The ATV-3 launched in March from a facility in the South American country of French Guiana with more than seven tons of food, water and other supplies for the space station.

It has been loaded with waste for disposal. Three astronauts are set to travel to the space station next month, bringing to six the number of crewmembers at the orbiting laboratory.

Rwanda and Congo at odds over M23 rebels in Congo

UNITED NATIONS (AP) ? Secretary-General Ban Ki-moon joined hands with the leaders of Rwanda and Congo at a high-level meeting aimed at ending the crisis in eastern Congo but the attempt at unity was short-lived. The two presidents remained deeply at odds over responsibility for the escalating violence.

Congo's mineral-rich east is facing the worst upsurge in fighting in years. The conflict is a spillover from the 1994 genocide in Rwanda. Hundreds who participated in the mass slaughter escaped into Congo and still fight there.

At the heart of the current unrest is a new rebel group known as M23 which is an incarnation of a group of Congolese Tutsi set up to fight Rwandan Hutu rebels in Congo. It launched a rebellion in April when a group of senior commanders defected from the Congolese army and is now consolidating its power in the east, at the border with Rwanda and Uganda.

A U.N. report in July accused high-ranking Rwandan officials of helping to create, arm and support the M23 rebels, a view strongly backed by Congo's government. Rwanda denies any involvement and blames Congo for the upsurge in violence.

At Thursday's closed-door meeting chaired by the secretary-general, diplomats said Congo's President Joseph Kabila and Rwanda's President Paul Kagame stuck to those positions.

Ban told participants, including key African nations and the five permanent Security Council members, that M23 members "are raping, murdering and pillaging local populations as part of a campaign of terror."

"The numbers are alarming," he said. "Over 260,000 people have fled the violence since the mutiny began, and an additional 60,000 have fled over the borders into Rwanda and Uganda."

The secretary-general expressed serious concern at reports of external support for M23 and called on "all those responsible to end this destabilizing assistance."

During the meeting, Kabila insisted his country was a victim of foreign interference, diplomats said, speaking on condition of anonymity because the meeting was private.

Last month, his foreign minister called on the U.N. Security Council to impose sanctions on the Rwandans named in the U.N. report. Raymond Tshibanda N'tunga Mulongo said his government also wants the U.N. peacekeeping force in Congo to "neutralize" the M23 and protect the tense and porous border with Rwanda.

Kagame's office said in a statement issued after the meeting that Rwanda rejects allegations of involvement in the current mutiny.

The Rwandan leader stressed at the meeting that solving the crisis will be impossible if the international community continues "to define the issue erroneously," the statement said.

Kagame also told the meeting that a durable solution will only come from addressing the real issues of governance in Congo and dealing with the grievances of its citizens, the statement said.

A summary of the meeting issued by the secretary-general said participants, including key African nations and the five permanent Security Council members, "strongly condemned the M23 and other negative forces" operating in eastern Congo and called for an immediate to all violence, including sexual violence and the recruitment of children.

Without naming Rwanda, but clearly referring to it, the summary said "most participants strongly condemned all forms of external support to the M23 and other negative forces in the DRC, and demanded the immediate and permanent cessation of such support."

I have received the following statement from Mt. Diablo school board candidate Ernie DeTrinidad, announcing his decision to withdraw from the race. Please note that he will still be listed on the ballot.

?As residents of the Mt. Diablo school community continue to face really tough challenges, the need to change the makeup of the School Board is without doubt the most important and vital. It is critical for residents to elect new members, members with new ideas, solutions and, most important, new approaches. We must build a more positive, productive, collaborative, and inclusive environment for our students, teachers and district staff, to achieve their very best ? because successful students are essential for a healthy and prosperous community.

It is my belief that two candidates offer the Board exactly what is necessary, a genuine passion for positive change. Barbara Oaks and Debra Mason bring educational, community and organizational experience to the table. They are independent, yet can collaborate on creative solutions for the benefit of our students and our community.

We don?t need someone who will use the Board as a stepping-stone in his political pursuits, and falsely labels himself as an educator. We don?t need someone who has had ample opportunity as a current Board member, and yet has failed to lift our School District out of low performance results, instead filling the Board with negativity and distancing the Board from the very communities it serves, alienating District employees and staff.

In order to bolster our opportunity to achieve positive change, I have decided to withdraw from candidacy for School Board. This is a most difficult decision, but one I make in the best interest of our students. Instead I stand ready and ask that our community join me in support of the two best candidates for MDUSD School Board; Barbara Oaks and Debra Mason.

We are retained by Uganda Wildlife Authority to assist identify qualified, experienced and competent individuals of integrity to fill seven senior positions in its headquarters in Kampala.

UWA is a semi-autonomous agency under the Ministry of Tourism Wildlife and Antiquities. It was established in 1996 by the Wildlife Act Cap 200 of 2000.

Its mission is to conserve and sustainably manage the wildlife and protected areas in Uganda in partnership with the neighboring communities and other stakeholders for the benefit of the people of Uganda and the global community.

Our Client, an equal opportunity employer, is looking for high caliber, self-motivated and results oriented?Ugandan?professionals to fill the posts. Executive Director position is tenable for a period of five years; other positions are for a period of four years, renewable.

1. Executive Director

Reporting to the Board, the Executive Director should have strong leadership, resource mobilization, planning, communication and organizational skills; a passion for conserving Uganda?s wildlife resources. He/she will be the public face of Uganda Wildlife Authority, and should have the ability to build support for its mission with the general public and major stakeholders. Main duties and responsibilities are to:

Develop strategic plans to guide the authority in achieving its objectives;

Develop management plans for conservation areas or for species and classes of species of wildlife populations

Develop economic, efficient and costeffective internal management structures and processes

Prepare and present annual budget for Board approval; and prudently manage organization?s resources within budget guidelines according to current government and UWA financial regulations and procedures.

Create and implement fundraising programs in conjunction with Board and Staff with the aim of diversifying funding sources

Ensure that all programs of UWA conform with the applicable legislation

Oversee the financial, human resources, and administrative management of the organization.

Oversee the design, marketing, promotion, delivery and ensure quality of programs, products and services

Ensure that assets are protected, adequately maintained and risks mitigated

Provide conducive work environment to ensure high level productivity

Ensure strong collaboration with similar organizations on various campaigns and issues of biodiversity conservation interest.

Job Requirements:

Master?s degree in natural or biological sciences or natural resource management.

Postgraduate qualification and training in tourism, business administration or Management would be an added advantage.

Training in project management with a reputable organization.

Experience working with board will be an advantage.

A minimum of 10 years proven working experience in a natural resource management Institution at a senior management level.

Proven experience in planning, financial and human resource management, marketing and Public relations and fundraising.

2. Director, Finance

Reporting to Executive Director, the Director, Finance will be responsible for overseeing the

operations of the finance directorate including planning, organization, coordinating and controlling the Authority?s finances and investments, in accordance with the government and UWA financial rules and regulations. Main duties and responsibilities are to:

Develop and put in place financial control systems and procedures in accordance with the government and UWA financial regulations.

Prepare annual budgets and departmental plans that optimize the resources available to the financial commitments of UWA in line with the stipulated guidelines

Prepare quarterly financial reports and annual accounts within the statutory deadline in accordance with professional accounting standards.

Advise the Board and Management on the financial performance of UWA in accordance with the approved budgets and reporting guidelines

Liaise with the office of the Auditor General for the conduct of audits and preparation of audit reports in accordance with professional accounting standards

Supervise the maintenance of accounting records, vouchers and other documentation, and record all financial transactions of UWA in line with financial procedures and accounting standards

Ensure that all financial commitments and payments by UWA are properly authorized, settled in a timely manner.

Prepare business plans in order to identify and focus on the strategies to achieve financial sustainability in line with the strategic plan

Job Requirements:

Masters degree in finance or accounting or in related fields

Professional qualifications such as ACCA, CPA, CA etc.

Training in computer accounting software.

A minimum of 10 years relevant experience in financial accounting and management, of which six years must be at senior level in a busy public or private institution.

3. Director ? Tourism and Business Services

Reporting to the Executive Director, the Director Tourism and Business Services will develop and implement an overall business plan and General Management plans for Protected Area estates of UWA; ensure effective revenue generation from all possible business enterprises without compromising on the conservation status of the resources He/she will undertake evaluation of the implementation of plans in accordance with the strategic plan and the Uganda Wildlife Statute. Main duties are responsibilities are to:

Prepare a comprehensive business plan which will include but not limited to tourism development and marketing in accordance with the strategic plan and the Wildlife Act.

Develop general management plans for all the Protected Area estates of UWA provide guidelines in the management of the biodiversity within the Protected Areas.

Provide technical and professional input to field managers in their planning, budgeting and execution of development programs and projects and thereby promote business ethics in managing the organization.

Co-ordinate the annual revisions of the UWA strategic plan with different stakeholders and partners.

Supervise the development and co-ordination of research and monitor policies and strategies related to wildlife, tourism and marketing

Evaluate UWA?s activities and ensure proper administration of the environmental impact assessment and related disciplines in accordance with the strategic plan, Wildlife Statute and the standards set up by the National Environment Management Authority (NEMA).

Set up concession arrangements in Protected Areas to provide tourism services and facilities in accordance with Strategic Plan and Wildlife Statute.

Oversee Product development in Protected Areas.

Job Requirements:

A degree in tourism or related fields

Post graduate diploma in business administration or natural resources management is an advantage.

Experience in management, research, tourism and wildlife related work at senior level.

Strong business development and wildlife management skills.

Proven computer skills (MS-Office).

4. Principal Legal Counsel

Reporting to Director, Legal and Corporate Affairs, the Principal Legal Counsel will be responsible for the smooth running of the Legal Unit and offer guidance to UWA in line with the Uganda Wildlife Act Cap 200 of 2000, and other relevant Laws. Main duties and responsibilities are to:

Represent UWA in the courts of law

Coordinate and monitor the activities of the various partners ensuring compliance with approved laws and Memorandum of Understanding (MOUs) in line with UWA mission and strategic plan, relevant laws and agreements

Spearhead the development of Memorandum of Understanding (MOUs) and agreements; other legal documents/instruments in line with Uganda Wildlife Act and applicable laws and policies

Liaise with various government ministries or agencies e.g Ministry of Tourism, Wildlife and Antiquities, Ministry of Justice and Ministry of Lands to ensure proper registration of UWA through monitoring and registration process.

Job Requirements:

Bachelor?s degree in law from a recognized University.

Postgraduate Diploma in Legal Practice from Law Development Centre (LDC)

Masters degree in Law is an advantage.

Must be a member of the Uganda Law Society.

Proven Computer skills ? MS-Office.

Skills in drafting legal documents.

Must be a practicing advocate with a minimum of 5 years of which 3 years is acquired at a senior level in a reputable and busy public or private organization, or Law firm.

5. Procurement Manager

Reporting to the Director, Legal and Corporate Affairs, the Procurement Manager will coordinate all procurements in UWA and ensure that procurements are made in a timely manner, and in accordance with the PPDA Act and Regulations 2003. Main duties and responsibilities are to:

Manage the procurement processes in the Procurement and Disposal Unit.

Develop policies and implement costeffective procurement management systems and procedures

Initiate and coordinate the preparation of annual procurement plans and budgets

Plan, implement, coordinate and monitor UWA procurement and disposal activities in line with the PPDA Acts and Regulations.

Head the Secretariat to the Contracts Committee and liaise with the Public Procurement and Disposal Authority

Check and prepare specifications, terms of reference, statements of requirements and bidding documents in liaison with user departments.

?_?Su_?O_Prepare advertisements, issue bidding documents, receive bids and provide bid clarification

Maintain the approved list of providers/ suppliers

Maintain and up-date procurement, stores and disposal records

Post graduate qualification in business administration is an advantage.

Membership of the Chartered Institute of Purchasing and Supplies (CIPS).

6. Marketing Manager

Reporting to the Director, Tourism and Business Services, the Marketing Manager will be responsible for planning, coordinating and managing UWA?s marketing functions in accordance with UWA?s mission and strategic plan. He/she will ensure UWA brand remains high to maximize its visibility locally and globally. Main duties and responsibilities are to:

Develop, manage and review integrated and comprehensive marketing strategies, annual marketing plans and branding activities to achieve financial and non-financial targets

Develop, manage and monitor the communication and presentation of marketing programs to both internal and external stakeholders, so as to promote understanding and buy-in of the marketing plans and objectives

Develop annual departmental plans and budgets line with the Department?s mission and objectives

Develop, monitor, review and implement the customer care strategy and activities of UWA to meet the marketing objectivities and enhance UWA ?s image in the marketplace.

Initiate, develop and monitor mechanisms to designating marketing activities and distributing marketing materials both locally and internationally in line with the marketing plan and strategic objectives.

Initiate, develop and monitor the implementation of local, regional and international market research survey strategies to identify product trends, clientele segment and UWA?s competitors in line with the departmental procedures.

Develop and maintain strategic alliances with the media service providers including local and international media houses

Prepare quarterly, bi-annual and annual reports on departmental performance and submit them to UWA Management in line with the departmental reporting guidelines.

Job Requirements:

Degree in business administration, marketing, tourism or related field

Professional qualification in Marketing (CIMA) is an advantage.

Postgraduate qualification in natural resource management, marketing or Tourism is an advantage.

Knowledge of relevant foreign language would be an advantage.

Minimum of 5 years working experience in marketing roles in the tourism and wildlife sector preferably in both private and public sectors with at least 3 years acquired in a senior management position.

Good interpersonal, management, communication, analytical decision making and negotiation skills.

7. Partnership Coordinator

Reporting to the Director, Legal and Corporate Services, the Partnership Coordinator will

initiate and maintain relationships with various stakeholders, individuals, groups and institutions

through the development of strategic partnerships for the purpose of facilitating, supporting and boosting UWA operations in line with UWA Mission and Strategic Plan. Main duties and responsibilities are to:

Initiate and maintain contact with identified partners and interest them on UWA mandate in line with UWA mission and strategic plan.

Participate and/or draw project proposals for funding by UWA partners in line with UWA

strategic plan, partnership policy and annual operations budgets.

Develop partnership coordination policy, work systems and guidelines in line with UWA mission and strategic plan.

Coordinate and monitor the activities of the various partners ensuring compliance with approved project and funding documents and in line with UWA mission and strategic plan.

Job Requirements:

Bachelors degree in natural resource management , business administration or mass communication

A masters degree or higher in either mass communication, business management, international relations or a related subject an advantage

Postgraduate qualification in any of the aforementioned fields or professional qualification an advantage

Minimum of 5 years demonstrated experience in the field of partnership management with
